Initiative Petition 28 (IP28) is a ballot initiative for the Oregon 2026 election that proposes to ban the injuring, killing, and breeding of animals—including for slaughter, hunting, and experimentation. IP28 works by extending the same animal cruelty protections our companion animals have to animals currently on farms, in research labs, and in the wild.
This campaign has been in the making since November 2020, nearly five years. Currently, we are the closest we have ever come to qualifying for the ballot and making world history, by putting the question of animal liberation to voters for the very first time. So far, we've collected nearly 65k signatures—and have until July of 2026 to surpass the 117k signature threshold.
Thanks to an initial set of grants, we've been able to employ over 30 animal advocates to help collect signatures alongside volunteers. And we've been able to run one of the most cost-effective signature collection campaigns in the nation (with the average cost-per-signature at $1.85 vs a national average of $14.87 in 2024) while still managing to pay petitioners $25/hour.
Unfortunately, however, one initially-promised grant fell through, leaving us with a gap in funds needed to reach the finish line. To fill this gap, we started a Pledge Drive to raise $100k—which we believe will get us the remaining signatures necessary.
All pledges will be received as soon as we hit our goal, so that those making large donations of personal funds can feel assured we'll have enough funds to qualify. Since starting, we've received both pledges and some one-time donations—and are nearly at our goal!
