With the start of hostilities, a significant proportion of Ukrainians were forced to relocate both to their new places of residence in Ukraine and abroad, where, according to various estimates, more than 5 million people left. Most of the above-mentioned citizens have difficulties both in accessing Ukrainian state information resources and in using state services in their host countries. On the other hand, the state needs tools to cooperate with its citizens who have gone abroad.


The Open State”NGO has launched a project to create an information resource that will allow citizens to conveniently search for information in their native language about current contacts of government agencies and the procedure for obtaining information and administrative services, finding housing and work, legal support in these matters. The ultimate goal of the projects is to create a targeted assistance tool, which on the one hand selects the best option for reach individual refugee, and on the other hand ensures maximum efficiency of donor funds.


The project solves such tasks as:

  • Providing assistance to displaced persons in applying to state bodies of Ukraine and obtaining ( restoring ) various documents required at the new place of residence
  • Informing Ukrainians who have arrived in Europe about the rules of stay, the actions required to obtain refugee status, opportunities for accommodation and job search etc.
  • Assistance to Ukrainians in communication with state bodies of EU countries and, first of all, maximum provision of access to EU information resources in their native language.
  • The possibility of organising targeted assistance to refugees, both from charities and business representatives.

At the same time the project can provide opportunities for the authorised bodies of the European Union::


  • Analysis of systematisation of problems arising from displaced persons from Ukraine
  • Analysis of migration flows
  • Informing newcomers from Ukraine about the current opportunities for accommodation , assistance and work, as well as about changes in the rules of stay, etc.
  • Soft influence on the decision of migrants from Ukraine regarding further residence.
