No Penobscot County Jail Expansion is a diverse grassroots community group united by the desire to see Penobscot County thrive through compassionate, evidence-based programs and practices that decrease incarceration and address mental health, substance use disorder, poverty and homelessness.
To pay for a jail expansion, the county is exploring using American Rescue Plan Act (ARPA) funds, intended to help with the effects of COVID on cities, states and counties. But COVID relief funds were never meant to build jails. We know that community would be better served by actually addressing the problems that land people in jail. We are asking Penobscot County to instead invest at least 50% of rescue funds in affordable housing, mental health care, and treatment for substance use disorder - not an expanded jail.
