Please, create a FORMAL REGISTRY that all shelters MUST utilize before letting cats & dogs be adopted. Register the ADDRESS as well, so that another person living with the abuser can't adopt on the abuser's behalf. A photo registry and PROOF of address required to adopt should help, one life at a time.
