Whoever initiated this policy should be shot! The East Bay Regional Park District should initiate a Trap/Neuter/Return (TNR) for the cats, which will naturally reduce their numbers. They could subsidize a local rescue group to to feed them, which will cost far less than paying for people (contractors) to kill them.

I don't have much to give, but I believe in helping feral cats. My friends and I feed and take care of 6 feral colonies. We trap and have them spayed and neutered. When we come across friendly cats or kittens, we work with a rescue group to get them vet care, and then find them that loving home.
