¿QUÉ ESTÁ PASANDO?
En estos últimos meses hemos presenciado una tragedia humana y diplomática sin precedentes en la ciudad de Ceuta. El lunes 17 de mayo de 2021, la instrumentalización de miles de personas en tránsito por el Reino de Marruecos expuso a un riesgo extremo a cerca de 10.000 personas en la frontera de Ceuta, entre las que figuran personas especialmente vulnerables como menores no acompañados, posibles víctimas de trata y personas que necesitan protección internacional.
La incitación y el engaño por parte de las autoridades marroquíes han alentado la entrada, por tierra y por mar, de miles de personas, y frente a ello, el gobierno español no ha logrado proporcionar una respuesta humanitaria adecuada a la grave situación - incluyendo la muerte de dos de ellas. Las personas heridas han recibido una atención insuficiente, todo ello en un contexto de pandemia en el que no se ha garantizado el respeto a las medidas sanitarias. La situación provocó el hacinamiento de miles de personas totalmente desorientadas y desinformadas en las naves del Tarajal.
Ahora se ha anunciado que las naves serán cerradas en los próximos días, sin alternativa de alojamiento para las personas en movimiento, obligándoles a entrar en situación de calle.
PISOTEANDO LOS DERECHOS HUMANOS
Las personas llegaron mojadas, heridas y sin alimentos ni provisiones, pero fueron obligadas a permanecer a la intemperie, expuestas a los elementos, con las fuerzas de seguridad utilizando la violencia y los equipos antidisturbios de forma excesiva e innecesaria, como se puede ver en varios vídeos publicados en internet.
Los hechos se desarrollaron en medio del caos y la violación de los derechos humanos, lo que ha provocado, entre otras cosas, la devolución a Marruecos de más de 7.000 personas sin procesos individualizados que garanticen la asistencia jurídica, la traducción o la cobertura de las necesidades básicas. El periplo migratorio de muchas de las personas que han sido devueltas ha durado años, y el que sean enviadas de vuelta a Marruecos, lugar del que no son ciudadanas, supone para ellas su posible persecución y discriminación. En definitiva, no se ha garantizado en modo alguno el cumplimiento de las normas internacionales de derechos humanos, la protección internacional y la protección del interés superior del menor.
NUESTRA RESPUESTA
NNK trabaja en Ceuta para proporcionar asistencia legal a las personas solicitantes de asilo y a las personas en riesgo de exclusión social, debido a la discriminación administrativa que sufren muchas de las personas migrantes para acceder a servicios básicos como la asistencia sanitaria o el empadronamiento.
Frente a la crisis actual, NNK está tratando de poner en marcha una respuesta rápida de emergencia distribuyendo diariamente agua, alimentos (frutas y proteínas) y ropa seca (ropa interior, mantas, etc.) a personas que se las arreglan como pueden en las calles de Ceuta.

WHAT IS HAPPENING?
We are witnessing an unprecedented human and diplomatic tragedy in the city of Ceuta. Since Monday 17th May 2021, the instrumentalisation of thousands of people on the move by the Kingdom of Morocco have exposed to deadly risks to nearly 10.000 people in the Ceuta´s border, including particularly vulnerable people such as unaccompanied minors, possible victims of trafficking and human beings in need of international protection.
Incitement and deception on the part of the Moroccan authorities have encouraged the entry, by land and sea, of thousands of people, and in the face of this, the Spanish government has failed to provide an adequate humanitarian response to the serious situation that this has caused, including the death of two of them. The injured people have received insufficient care, all of this in a pandemic context where respect for health measures has not been guaranteed. The situation led to the overcrowding of thousands of completely disoriented and uninformed people in the Tarajal warehouses.
Furthermore, it is announced that the Tarajal warehouses will be shut down in the following days with no alternative place to stay, meaning that people on the move will be forced to sleep in the streets of Ceuta.
TRAMPLING HUMAN RIGHTS
People arrived wet, injured and lacking food or supplies but they were placed outside and exposed to the elements, with the security forces using violence and riot control equipment in an excessive and unnecessary manner, as can be seen in several videos published online.
The events unfolded in chaos and human rights´ violations which, among other consequences, has resulted in the return to Morocco of more than 7.000 people without individualized processes to ensure legal assistance, translation and the coverage of basic needs. The migratory journey of many returned people has lasted for years and bringing them back to Morocco, of which they are not nationals, entails potential persecution and discrimination. In short, compliance with international human rights standards, international protection and the protection of the best interests of the child have not been guaranteed in any way.
OUR RESPONSE
NNK works in Ceuta to provide legal assistance to asylum seekers and people in risk of social exclusion because of the administrative discrimination that many within the migrants´ population suffer in order to access basic services, such as healthcare or the citizenship census registration.
Due to the current crisis, NNK is also trying to implement a rapid emergency response distributing water, food (fruits and proteins) and dry clothes (underwear, blankets…) daily to the people who are fending for themselves in the streets of Ceuta.
