Domesticated animals are treated like livestock here. The laws around this are weak and deplorable. Maybe, just maybe, if the law was amended for the dogs and cats out there that are thrown in a pen outside to live the rest of they're life in prison while the neighbors dog is warm inside, pet by human hands, and running free in the yard while that dog sits and cries watching him, these back woods people may think twice about why they even own a dog.
