It's not enough for this excuse for a human to get a light prison sentence and a measly fine. He is a serious danger to society and needs to be mentally evaluated. If he's found to be sane, he needs to be incarcerated for the rest of his pathetic life; no chance whatsoever for parole. Truthfully, I feel a severe beating followed by disembowelment would be the only just punishment for what this man did to those innocent dogs but, there'd probably have to be some laws changed to get this type of deserved punishment. Perhaps one day.
