Beth Hall co-founded Pact, An Adoption Alliance, in 1991 because she wanted to serve the unmet needs of not only her own two children but for all adopted children of color and their families—and expose, confront, and redress racism in the field of adoption.
The Beth Hall Anti-Racist Adoption Fund was established as a way to honor her courageous and compassionate service as Pact's Executive Director from 1991 to 2025.
